For governments and utilities

Power infrastructure for the public sector

Mexico’s national planning expects gross electricity consumption to grow 2.5% a year between 2025 and 2039. GIS Power develops, finances, builds and operates utility-scale generation and power for public infrastructure, within the structures set out in Mexico’s Electricity Sector Law.

What we do with governments and utilities

Development, capital, construction and operations

Utility-scale generation. Solar parks with battery storage (BESS), gas-fired generation and hybrids, developed as project companies and connected to the grid. See utility-scale generation.

Mixed schemes with CFE. Projects in which CFE, Mexico’s state utility, holds the majority and a private partner provides development, capital, construction and operations.

Power for public infrastructure. Airports, government data centers and other facilities that cannot lose power. See critical power.

Microgrids. Generation and storage for isolated sites or sites with a weak grid. See islanded microgrids.

When it is not a fit

  • When the project already has financing and a contractor and only needs an equipment supplier.
  • When the contract term is too short to repay the investment: utility-scale generation is financed long-term.
  • When there is no defined offtaker or public counterparty.

What the regulation says

The Electricity Sector Law, its Regulations and CFE’s program

≥ 54%

CFE’s stake

CFE holds at least 54% of the project’s common equity (Law, art. 40 sec. I; Regulations, art. 85).

≤ 30years

Term

Mixed schemes have a term of up to 30 years (Regulations, art. 73).

8,026MW

Awarded

38 projects: 30 solar PV (4,897 MW) and 8 wind (3,129 MW).

4,151MW

To be awarded

Capacity pending award under CFE’s program.

Airports and public infrastructure

From the group’s track record

Mexico City Airport Terminal 2 (2006). Design and construction of the Tier 4 data center for the Terminal 2 expansion of Mexico City International Airport, with dual utility feeds and 200% redundant UPS power. Completed on time and on budget.

TSA, 72 US airports (2002–2003). Implementation of high-availability power systems for security screening equipment at 72 international airports, with UPS systems from 20 to 250 kVA.

The same mission-critical discipline applies today to power for any public facility that cannot stop.

What GIS Power brings

  • Project development: land, permits, interconnection and environmental and social studies.
  • Capital structure and long-term financing.
  • Design and construction (EPC).
  • Operations and maintenance with contractual availability.

Frequently asked questions

What is a mixed scheme with CFE?

A generation project in which CFE holds at least 54% of the common equity and a private partner provides the rest, with a term of up to 30 years. See CFE mixed schemes.

Which schemes does GIS Power work under?

Private schemes, such as self-supply and energy contracts with users, and mixed schemes when the project allows it, under the Electricity Sector Law and the guidelines published in the Official Gazette on January 28, 2026.

Do you work with state and municipal governments?

Yes, on power for public infrastructure and critical facilities. Each project is structured around the counterparty and the legal framework that applies to it.

How much capacity has CFE awarded in mixed schemes?

According to its Development Program 2026–2030, 8,026 MW across 38 projects (30 solar PV and 8 wind), with 4,151 MW still to be awarded.
